Europe's six city-states have a collective population of less than a million people, but together they span sin and salvation in equal measure. The smallest among them is Vatican City, home to the pope and the holiest spot in Christianity. Scattered across Western Europe, the other five — Luxembourg, Liechtenstein, Andorra, San Marino and Monaco — share the notoriety of being viewed as tax havens for wealth that isn't always legitimate.
