Indian Prime Minister Narendra Modi is not the most popular guy in the world — not long ago he was banned from even entering the United States because of his association with ethnic violence in his home state of Gujurat. But the winds are changing for Mr. Modi, who just last week visited Washington, D.C., and President Obama amid a flutter of positivity.
